It should be declared global disaster by the earliest by UN and some disaster management programs for AIDS including academic courses should be started.

25 million deaths. 33 million people with HIV/Aids. 7,000 new infections everyday. Fitting the UN definition of a disaster as an event beyond the scope of any single society to cope with, much of the money spent on Aids does not reach victims.
The way the international community, national governments, NGOS, and AIDS activists have dealt with the epidemic has been frustrating. Enormous amounts of money have been spent but in the wrong places with the wrong targets.
